			<content:encoded><![CDATA[<p>Encinitas will consider amending the financial agreement it has with the developers of the Encinitas Ranch golf course, but it won&#8217;t temporarily suspend the annual loan repayments.</p>
<p>That was the unanimous decision of the City Council Wednesday night. The vote came after several people urged the council to reject both the contract negotiations and loan repayment proposals.</p>
<p>The 18-hole golf course opened in 1998, and is part of a large area along Leucadia Boulevard developed by Carltas Co. The city gained a public golf course out of the development deal, but set up the golf course as an independent public entity and loaned it money to get started.</p>
<p>Known as the Encinitas Ranch Golf Authority, the independent entity has a board that consists of city employees, a developer&#8217;s representative and an appointed chairman.</p>
<p>Under the special financing agreement hammered out years ago between the city and Carltas Co., the development company makes annual sales tax revenue payments to the golf authority. The money, combined with revenue from operating the course, covers day-to-day expenditures and the city loan repayments. Some money also goes into two reserve accounts for capital construction projects.</p>
<p>Carltas is proposing to create a third account, which would be used for unforeseen emergency expenditures. If it did not have to make its loan repayments to the city for three years, it could set aside about $500,000, golf authority Chairman Bill Dean said.</p>
<p>After hearing from opponents of the proposal, council members said they would agree to open negotiations with Carltas in hopes of getting a third reserve account established. They did not agree to a temporary suspension of the payments while the city and the developer were in negotiations.</p>
<p>If the money is going to end up in the reserve account anyway, then the city doesn&#8217;t need to suspend the payments, it can just set aside that money until the account is created, Councilwoman Maggie Houlihan said.</p>
<p>The next loan payment of $115,000 is due June 15.</p>

<p>The Lakers stormed out to a 22-point lead in the first half, then  withstood a brief surge by Utah in the third quarter before regaining  control in the fourth and winning 111-96 on Monday night, sweeping the  second-round series and advancing to the Western Conference finals for  the third straight year.</p>
<p>I do have to admit though, I have a soft spot for Jerry Sloan. He&#8217;s went through so much and just continues to get stuck every year on the wrong side of the Phil Jackson battle. But, congrats to the Lakers! On to the next one!</p>

<p>LeBlanc pitched 6 1/3 shutout innings, continuing his current streak  of just one run allowed over his past 17 1/3 innings pitched</p>
<p>He picked off his major league leading fifth runner of the young  season in the first inning.  To top it off, LeBlanc even contributed at  the plate with a career-high three singles, raising his season batting  average to .667.</p>
<p>Pads are going to have a tough choice when C-Young returns from the disabled list.</p>

<p>The 28-year-old formerly known as Jon Koppenhaver was involved in an  altercation at Thrusters Lounge on Mission Boulevard near Emerald Street  about 10:50 p.m., San Diego police said.</p>
<p>A bouncer told officers that the mixed martial artist was “going  crazy,” police said.</p>
<p>He ran away when police arrived and was arrested about 10 minutes  later a few blocks away at Bayard Street and Garnet Avenue.</p>
<p>He will face charges of assault with a deadly weapon, police said.  Officers said the professional fighter struck at least one person in the  head with his fist, which could have caused severe injury, though no  one was hospitalized.</p>

<p>To replace Mruczkowski on the active roster, the Chargers signed Eric Ghiacuic. He started 42 of 48 games at center from 2005-08 with Cincinnati. He signed with the Kansas City Chiefs as an unrestricted free agent in 2009 and was released after training camp.</p>

<p>That&#8217;s as simple as Philip Rivers wants to keep it. He knows the Chargers can also clinch their fourth straight AFC West title and a first-round bye, although those scenarios involve other teams.</p>
<p>The Chargers improved to 10-3 with Sunday&#8217;s 20-17 win at Dallas, their eighth straight win.</p>
<p>San Diego has a two-game lead in the AFC West over the Denver Broncos. To clinch a first-round bye, the Chargers must beat Cincinnati and have Denver lose or tie against Oakland and the New England Patriots lose or tie at Buffalo.</p>
<p>Cincinnati is 9-4 after a 30-10 loss to the Minnesota Vikings.</p>
